Thank you for your interest in the Turf Replacement Program! The Municipal Water District of Orange County, the Metropolitan Water District of Southern California, and your local water agency invite you to participate in the Turf Replacement Program. The main goal of this Program is to transform thirsty turf grass into a sustainable landscape that provides multiple environmental benefits such as reduced water use and runoff, increased biodiversity, and providing habitat for pollinators.
You'll need the following items to complete your application:
- Water Bill dated within the last 3 months
- Pictures, 6 or more, of your project area (in color & cannot be from Google Street View)
- Site Plan outlining your Turf Replacement project area and including required program elements.
Every turf replacement project must include:
- A sustainability feature.
- 3 plants per 100 square feet of turf grass converted.
- Replacement or modification of any overhead spray sprinklers.
- No hardscape within the transformed area, except permeable hardscape.
- Mulch in all project areas, with a ring of organic mulch around plants.
- No invasive plants such as pampas grass, fountain grass, mexican feathergrass, and highway iceplant. Visit https://www.cal-ipc.org/plants/profiles/ for a full list of invasive plants that are prohibited from the program.

Thank you for your interest in the Spray-to-Drip Rebate Program! The Municipal Water District of Orange County, the Metropolitan Water District of Southern California, and your local water agency invite you to participate in the Program. The Spray-to-Drip Program's main goal is to improve water use efficiency by aiding participants in converting existing spray sprinkler systems to low-flow drip irrigation.
Every Spray-to-Drip project must include:
- A pressure regulator and filter listed on the Eligible Products List.
- In-line emitter tubing listed on the Eligible Products List. In-line drip emitter tubing is standard polyethylene tubing with pre-installed pressure compensating (PC) emitters along the length of the tubing. Since the emitters are built-in, you simply roll out the drip emitter tubing, cap off the end of the lines, and connect it to your main water source. Microspray, point source emitters, drippers, and bubblers are NOT ELIGIBLE for Spray-to-Drip projects.
- Any drip irrigation with different flow rates, as well as any non-drip irrigation equipment, must run on separate irrigation valves. Having mixed flow rates on the same valve will void the project.
- Any unused spray heads in the project area must be removed or capped. Spray heads outside of the project area must not overspray onto the project area.
